All Africans, irrespective of their language and culture, can use ICTs (computers, Internet, mobile electronic devices, etc.) and realise the full opportunities these technologies offer to further their economic, social and cultural development.
Africans feel a sense of ownership of ICTs. African cultures and languages are thriving in the digital world. Electronic content and appropriate ICT applications and services that address African needs exist. A broad group of organisations collaborate on issues of African language computing.
