PanAfrican Localisation Project

"PanAfrican Localisation" was the name used by a three-year project (2008-11) funded by IDRC and formally entitled "Enhancing capacities for ICT in Arabic and African languages." The NGO Kabissa administered the project.

It had 3 parts:

  1. Producing a background paper;
  2. Conducting workshops, including
    1. an initial workshop of experts in localization from around the continent in Casablanca, Morocco on 13-15 June 2005, and
    2. a final workshop to consider the sustainability of the project, in Tshwane/Pretoria, South Africa on 5-7 November 2007
  3. Developing a web-based resource site intended to provide
    1. information necessary to software localisers, content developers, and ICT decisionmakers in Africa
    2. three email lists for communication among localisers continentwide,
    3. other interactive pages.

The PAL project concept was developed in late 2004 mainly by Adel El Zaim of IDRC and Don Osborn of Bisharat. Kabissa was brought into the project to administer the budget and reporting process. The PAL project formally began on April 1, 2005 and ended on March 31, 2008.

The African Network for Localisation (ANLoc) succeeded PAL. Some of the aspects of that project were discussed after the Nov. 2007 PanAfrican Localisation workshop in Tshwane, South Africa. ANLoc was funded by IDRC in 2008-11.

PanAfrican Localisation was variously abbreviated as PAL, PanAfrLoc, and PanAfriL10n.
