Telecentre Foundation

Telecentre Foundation (TCF; aka is "a global-international organization that supports the establishment, performance and sustainable growth of grassroots level telecentres, public libraries, and community information and training centers." It is currently headquartered in San Francisco, California, USA, with operations and logistic offices in Manila, Philippines and Barcelona, Spain.



"TCF works to remove barriers to social inclusion, entrepreneurship, and innovation by ensuring that individuals, communities, and most especially women and girls around the world have access to ICTs to create positive change and opportunities."

"TCF is responsible for the establishment of six regional telecentre networks that represent over 350,000 centers in 150 countries across the globe."


"TCF traces its beginnings to a global program called which was launched by the International Development Research Centre (IDRC) of Canada, in collaboration with Microsoft and the Swiss Agency for Development?, during the World Summit on the Information Society (WSIS) in Tunis in 2005. This program was aimed at improving the capacity and sustainability of telecentres around the world by training and supporting people in organizations that work directly with local telecentres." In 2010, IDRC transferred to a new organisation, based initially in the Philippines, and now in California.
