Adel holds a PhD in Linguistics (Cognitive Semantics) from the Université de Paris-Sorbonne and has carried out post-doctoral studies in natural language processing at the Université du Québec à Montréal. More recently Adel has worked as Director of Innovation at the Centre francophone d'informatisation des organisations (CEFRIO). Adel is also the recent past-president of the Internet Society (ISOC) in Quebec. He is fluent in French, English, and Arabic.
Adel is in charge of Acacia and Connectivity Africa in North Africa, two IDRC programs in the domain of Information and Communication Technologies for Development (ICT4D). He is also managing a new project on ICT4D in Middle East.
Acacia is developing a research and development network on Localization of ICTs in African languages. This workshop is one of the activities leading to the creation and establishment of this network. See http://www.idrc.ca/acacia
